According to Stephane Dion (Ottawa Citizen link: subscription required), Martin was present at meetings of Quebec cabinet ministers where the problems of the sponsorship program were discussed. But he says the meetings would have given Martin little reason to suspect how bad the scandal was -- possibly because they were chaired by Alfonso Gagliano.
