Chuck Guit�, whistle-blower

Just when you think you've heard everything, The Citizen reports it has come into documents showing that Chuck Guité had to rein in certain unnamed Finance officials (departmental, or political?) for "repeatedly breaking government rules by issuing a series of lucrative contracts without a competitive bidding process." The story adds:
Insiders close to the contracting issue say a significant majority of the contracts ... went to The Earnscliffe Group, an Ottawa lobbying and consulting firm with close ties to Mr. Martin. The company has received almost $6 million in government contracts since the Chretien government was elected in 1993 and, according to public documents, about one third of that was from the Finance Department. Most of these contracts were awarded following bidding rules. Several of Mr. Martin's top advisers were employed by Earnscliffe and continue to work as his strategists now that he is prime minister.
