On stories like these, newspapers compete to come up with the definitive headline, the one that says -- screams, rather -- it all. My vote this time goes to the Calgary Herald:
Awe-inspiring, when you see it put like that, isn't it? They might have added: "Bid-rigging. Tollgating. Influence-peddling." RUNNERS-UP: "The Smoking Gun" (Globe and Mail). "Bombshell" (National Post). "Stench of Corruption" (Toronto Sun, Edmonton Sun).
