Whistle-blower claims company with close ties to Martin given unfair advantage:

Allan Cutler, the bureaucrat who blew the whistle on the sponsorship scandal says he also attempted to blow the whistle on contract irregularities with a firm with close ties to Paul Martin. A parliamentary committee this week examined allegations that Martin's old ministry, the Department of Finance, unfairly favoured Earnscliffe Strategies Group when it asked for a bid to provide strategic advice. Cutler testified before the committee. In an interview with CBC Radio's The House, he says he complained the contract was set up so that only Earnscliffe could make a successful bid, and he raised concerns with his superiors over the way the contract was awarded. The contract was ultimately awarded after Cutler received written instructions from Chuck Guité , the bureaucrat at the centre of the sponsorship scandal. Cutler says the contract was legal, but still believes it was an abuse of the competitive bid process. "My problem is the fact that I can have a legal document, but is it ethically correct? And an ethical situation is over and above a legal situation and I do not believe in arranging to have one firm win and then use the process to make it look like it was fair," he told CBC.


Clearly just another Disgruntled Former Employee.
