Harper, whose Conservatives are leading in opinion polls ahead of Monday's general election, told Reuters in an interview on Tuesday that he had changed his approach to employment insurance, which he used to say discouraged seasonal workers from finding year-round work.
"I've concluded some time ago that the way to deal with employment insurance ... is less tinkering with the EI system and more just being focused on long-term economic development strategy," said Harper, who has gained significantly more support in this election campaign than in the 2004 race.
