The Prime Minister now says the "Soldiers. With Guns. In Our Cities." attack retreat ad he personally approved was never meant to suggest anything untoward or frightening -- like, say, that Stephen Harper was planning to impose military rule in Canada's cities. No, no, no, not at all: it was simply meant to engage Canadians in a detailed debate about the best way to mass your forces in the event of deployment.
The Conservative plan, he told Canada AM this morning,
