Harper talks money:

After the reallocation of earmarked dollars, the total net cost of the Tory plan is $60.7 billion -- a figure Stephen Harper insists will "moderate" government spending without causing Canadians any pain.
"We have to make choices, but I'm telling you there are no draconian measures ... the most we do in any area, frankly, is restrain spending growth," he said.
