Talking of the "fiscal imbalance," here is an excerpt of a speech I gave last June at the Canada 2020 conference, a gathering of mostly Liberal (and liberal) types on the future of "progressive" politics in Canada, as reprinted in the September issue of Policy Options magazine. You might say I take a skeptical view of the issue.
